They do whatever tours they know will sell i guess, and as Paolo said in the interview before the Glasgow Ua show, due to the recent financial recession people are more likely to pay for a ticket if theyre seeing more good bands for the same price, otherwise people might not come due to money troubles.
But yeah a headliner would be nice, we shall have to be patient  :)

I wasn`t much into the other bands. I only paid that to see Trivium (which was absolutely worth it, I would do everything to see Trivium) BUT:
For Trivium`s headliner shows it was something like 26 euros...
Maybe it`s more expensive now, but I guess it wouldn`t be 50 euros for a headliner show.
Which means for me: Headliner show isn`t that expensive, plus: Trivium are playing a lot more songs :)

yea becasue of the 50$ ticket price for the new york show on feb. 5th my step broithers and friends arent going anymore cuz they cant afford to buy the tickets. so looks like itll only be me and i might have to take the train  :P
